Book Discounts

We are considering offering discounts to college bookstores by sending them a discount code upon request.  We have read that this is against the Federal Trade Commission Rules. Is it true if we offer discounts we must offer it to everyone?

That makes no sense. Traditional college bookstore discount of 20% has been true for years. Wholesalers and distributors may require 40%, 55% or any amount. Remainder dealers can be 90%.

Thank you for clarifying this.  It didn't sound right to me.
