Actually, in this case, Identifier are referring to numbers assigned to a book by a governing body, like an LCCN or ISBN.
In that regard, an ISBN best practice for an independent, or self, publisher would be to maintain control of the ISBN by not publishing with a vanity press or other company that would accept payment to publish a manuscript in exchange for ownership of the ISBN.
