That's the business name right?  Like I'm publishing as Pavarti K. Tyler but the publisher will be Fighting Monkey Press?

Actually, in this case, Identifier are referring to numbers assigned to a book by a governing body, like an LCCN or ISBN.

 

In that regard, an ISBN best practice for an independent, or self, publisher would be to maintain control of the ISBN by not publishing with a vanity press or other company that would accept payment to publish a manuscript in exchange for ownership of the ISBN.

ahh agreed, best practice is definitely to purchase your own ISBNs and maintain full control.
I agree that a best practice should be the author owning the ISBN.   However, Kindle books don't use ISBN's.     IMHO authors should not  be sharing Kindle profits with anyone.   It's free to upload a file to Kindle so we should be the ones who control the price and get the  proceeds.
So buyers can find the different forms of your book, a publishing best practice is to assign a new ISBN to each different form your book takes (e.g. translations, print book hard cover, print book soft cover, eBook ePub, eBook Mobi, audio books, etc.).
